Investment Implementation & Oversight
While the Board of Retirement sets policy and strategy, the day-to-day work of investing SCERS’ assets happens through a carefully structured implementation and oversight framework. Investment implementation and oversight is where governance meets execution—ensuring that the policies written into the Master Investment Policy Statement are carried out faithfully, transparently, and efficiently.
Roles and Responsibilities
- Board of Retirement – Provides fiduciary oversight, approves policies, and makes final decisions on asset allocation and investment strategy.
- SCERS Staff – Implements Board decisions, manages relationships with external managers, and monitors compliance with policies.
- Investment Consultants – Provide independent advice, performance measurement, and recommendations on strategy, asset allocation, and manager selection. SCERS partners with Verus Advisory for total portfolio oversight, Cliffwater for alternative assets (absolute return, private equity, credit, real assets), and Townsend Group for real estate.
- External Investment Managers – Specialized firms that invest SCERS’ assets in specific asset classes (e.g., global equities, fixed income,, infrastructure). Investment managers are selected through a rigorous due diligence process and are held accountable through regular performance reviews.
Monitoring and Reporting
SCERS maintains robust reporting practices to keep operations transparent. Quarterly performance reports provide detailed updates on investment returns, benchmarks, and compliance. Annual reviews, such as the Investment Year in Review and the Alternative Assets Fee and Expense Report, add further insight into how the program is operating.
Investment staff and consultants regularly present at Board meetings, providing updates on portfolio positioning, market outlooks, and any recommended changes. These meetings are open to the public, reflecting SCERS’ commitment to transparency.
Risk Management
SCERS is not only about pursuing returns—they are also about managing risk. SCERS’ staff and consultants monitor portfolio exposures, liquidity, and diversification on an ongoing basis. Compliance checks ensure that external managers are operating within guidelines. Stress tests and scenario analyses help the Board understand how the portfolio might respond to market shocks.
