Candidate to be Appointed

The last day to file a Declaration of Candidacy for SCERS’ Alternate Safety Representative election was January 15, 2021. For this election, only one candidate, Jack T. Philp, successfully filed for the vacant position of Alternate Safety Representative. Jack Philp ran unopposed and will be appointed in lieu of an election. The term of office for this position shall commence on March 9, 2021 and continue through December 31, 2021. 

Commitment

The SCERS Board is committed to the highest levels of fiduciary and ethical behavior. This includes not only understanding the legal requirements for prudent and reasonable fiduciary decision making but also a commitment to obtain the necessary education on investment and other matters addressed by the Retirement Board. While the Alternate Safety Representative only serves as a voting position in the absence of another elected board seat, the position will involve regular preparation for and attendance at monthly Retirement Board meetings and other special meetings as scheduled, as well as participation in educational programs and public retirement plan conferences.

Eligibility

To be eligible to be a candidate in the election, you must be an active safety member of the Sacramento County Employees’ Retirement System according to System records. Because the current Safety Representative works in active law enforcement, the only eligible candidates for the Alternate Safety Representative seat must work in active fire suppression, or—if there is no such candidate from fire suppression—from any safety group not represented by the incumbent Safety board member. Nominations

Interested members may submit forms to establish their candidacy for the Retirement Board during the nomination period, which is January 4 through January 15, 2021. Due to the coronavirus emergency, SCERS is suspending its procedure for obtaining and filing nomination papers in person and instead is directing candidates to obtain nomination papers online at https://elections.saccounty.net/ElectionInformation/Pages/InfoUpcomingElect.aspx and file nomination papers with Voter Registration and Elections via email to voters-campaignservices@saccounty.net. Each candidate is allowed a 200-word statement of qualifications, which will be included in each member’s voting material.

Voting

Ballots will be mailed to the home addresses of all active Safety members by February 19, 2021. The election will be held February 22 through March 5, 2021. Ballots may be returned via County inter-office mail, by U.S. mail, or in person to the Voter Registration and Elections Office. It is important that the ballot be signed, or it will not be counted. If hand delivered or sent inter-office mail (mail code 133-01A), signed ballots must be delivered to the Voter Registration and Elections Office by 5:00 p.m. on March 5, 2021.  If returning by U.S. mail service, signed ballots must be postmarked by March 5, 2021 and received at the Elections Office by 5:00 p.m. March 9, 2021.
